Is your municipality not on the list? Small municipalities don’t always appear in Fundación Renovables. Check directly with your city hall or with OPAEF (Provincial Tax Office of Diputación de Málaga) if your city hall has delegated tax management.
What is IBI bonus?
IBI (Property Tax) is the annual tax you pay for owning a home — what was previously called “contribución”. Each city hall can voluntarily decide to offer a bonus to owners installing solar self-consumption systems.
What is ICIO bonus?
ICIO (Tax on Constructions, Installations and Works) is a 2-4% municipal tax charged on material execution cost of any work. For solar installations, many municipalities bonus it totally or partially. Unlike IBI, ICIO is paid once (when submitting work request).

How to apply for IBI bonus step by step
The process is similar across municipalities, although forms and exact deadlines vary. This is the general flow:
- Complete solar installation and obtain Electrical Installation Certificate (CIE) signed by your authorized installer.
- Register the installation in RITSAA (Registry of Solar Thermal and Aerothermal Installations of Andalusia) — your installer handles it.
- Gather documentation needed (see next section).
- Submit application at your city hall before deadline (usually February 1 of the year you want to apply the bonus).
- Wait for resolution — city hall verifies and applies discount on your next IBI receipt.
Documents needed
Exact requirements vary by municipality, but generally you need:
- Formal bonus application (city hall specific form)
- Copy of CIE (Electrical Installation Certificate)
- Copy of responsible work declaration or license
- Last IBI receipt paid
- DNI / NIE of titular owner
- Deed or simple note of property
- In some municipalities: installation invoice, production certificate, CAU (Self-consumption Code) authorization
Can non-residents access IBI?
This is especially relevant for British, German and other European expats with second residences on Costa del Sol. Although you can’t apply IRPF deduction (which requires being IRPF taxpayer in Spain), you can benefit from municipal IBI and ICIO like any other owner. Does my municipality have IBI bonus for solar panels?
Depends. Torremolinos, Vélez-Málaga (50%), Antequera (40-30-20%), Ronda (30%), Cártama (25%), Málaga capital, Rincón and Alhaurín el Grande (15%) DO have it. Marbella, Fuengirola, Benalmádena, Estepona and Manilva DO NOT have it confirmed as of April 2026.
Can non-residents apply for the IBI bonus?
Yes. IBI is a property tax, not a personal one. If you're the property owner, you can apply for the bonus regardless of nationality or fiscal residence. You only need NIE.
Can I combine IBI with the IRPF deduction?
Yes, they're completely different taxes (IBI is municipal, IRPF is state). Both are compatible and add to total savings. What's NOT compatible are the IRPF deductions among themselves (DA 50/51/52 are mutually exclusive).
How long does the IBI bonus last?
Varies by municipality: from 3 to 5 years per fiscal ordinance. Torremolinos, Vélez-Málaga and Ronda are 3 years. Cártama is 5 years (the longest). Antequera is decreasing: 40% first year, 30% second, 20% third.
What if I buy a house that already had solar panels?
The bonus applies to the property, not the original owner. As new owner you can keep benefiting from the remaining bonus time — but you must request title change at the city hall.
