Installing solar panels in Málaga in 2026 can benefit from several aids that significantly reduce investment cost. But the panorama has changed with RD-L 7/2026, and many websites still publish incorrect data on municipal IBI. In this guide we verify each aid against its official source before showing it.
1. IRPF deduction — Up to 60%
The Royal Decree-Law 7/2026 (BOE 21/03/2026) BOE 21/03/2026 · RD-L 7/2026 extended existing deductions for energy efficiency works and created a new specific deduction for self-consumption. There are four different options:

Key requirements for IRPF deduction
- Primary residence (DA 50 and 51) — NOT second homes or vacation rentals
- Two Energy Efficiency Certificates (before and after works) — issued by architect, technical architect or engineer
- Electrical Installation Certificate (CIE) — for new DA 62 self-consumption
- Traceable payments: bank transfer or card, NEVER cash
- Only IRPF taxpayers: non-residents (IRNR) CANNOT apply these deductions IRPF Law 35/2006 · art. 68.1
2. IBI bonus by municipality
Here’s where most websites publish incorrect data. The information below is verified against Fundación Renovables Fundación Renovables · 2026-04-08 and municipal fiscal ordinances.

3. ICIO bonus
ICIO (Tax on Constructions, Installations and Works) applies at 4% of installation material execution budget. Unlike what many websites publish, not all municipalities bonus ICIO — varies from 0% to 95% per city hall:

4. INEA residential program (pending)
The Andalusian Energy Agency has a direct subsidy program called INEA, distributing European funds for self-consumption installations.
If you plan your installation now, you can request CIE (Electrical Installation Certificate) to have everything ready when the call opens. We actively watch BOJA and will publish a specific article when announced.
5. Real example: 5 kWp in Málaga capital
For a typical 5 kWp installation in Málaga capital with €6,500 total cost VAT included, taxpayer who can apply DA 51 (Type 2) of IRPF:

Can I accumulate the 40% IRPF deduction with the new 10% self-consumption?
Compatibility between DA 50/51/52 and DA 62 has NOT been officially confirmed by Tax Agency as of April 2026. DA 50/51/52 are mutually exclusive among themselves. For the new DA 62 self-consumption, consult with a tax advisor before planning the return.
Can non-residents (expats) access the IRPF deduction?
No. IRPF deductions only apply to IRPF taxpayers in Spain. Non-fiscal residents tax through IRNR, which doesn't have this deduction. They CAN benefit from municipal IBI and ICIO (local property taxes).
Do I have to process IBI and ICIO bonuses myself?
Yes. The city hall doesn't apply them automatically. You must request them in the corresponding deadline — IBI before December 31 of the year before, ICIO before starting work. Keep copy of all installation certificates.
Is INEA residential subsidy open?
NO as of April 2026. INEA P1 residential program has €92.9 million budget assigned and regulating bases published (Order April 24, 2025, BOJA 81), but the official call hasn't been issued. We watch BOJA and we'll notify when it opens.
